Actions to protect public spaces

TRAINING IN THE SPECIAL FORCES EXPERIENCES COMPLEX (PEFE)
The CT Public Spaces project, funded by the European Union (EU), will provide "training for trainers", aimed at staff selected by the authorities in the partner countries. These activities will be carried out at the PEFE based in the CAE in Logroño, Spain. It is used by anti-terrorist units from Spain and other countries.

Through this training, a nucleus of experts in public space protection will be created at the heart of the security forces in the partner countries that will help make this a sustainable project.

TRAINING IN PARTNER COUNTRIES
The CT Public Spaces project will collaborate in carrying out specific training financed by the EU and aimed at response unit personnel who can be deployed in situations where terrorism presents a risk in public spaces. 

The training will be provided by security forces in partner countries with support from EU-HRSN experts.

SEMINARS
The purpose of these EU-funded seminars is to raise awareness among national authorities and improve public-private cooperation to protect public spaces.

EXERCISES
To put the knowledge acquired into practice and develop their own skills, partner countries’ security forces will plan and carry out exercises focused on protecting public spaces against terrorist attacks. 

During these exercises, financed by the EU, the police forces from the partner countries will receive support from experts from the EU HRSN and the CT Public Spaces project.

Security forces, emergency services and private security operators will participate in the exercises that focus on protecting public spaces in the partner countries.

DOCTRINE
The police forces of the partner countries, with the support of experts from the EU HRSN, from the CT Public Spaces project and with funding from the EU, will develop their own doctrines on the protection of public spaces, which will be reflected in manuals and ad hoc protocols.

DONATION OF EQUIPMENT
The CT Public Spaces project, with the financial support from the EU, will provide to the security forces of partner countries non-harmful equipment necessary for the training and for the operational protection of public spaces.

The project aims to preserve the rule of law and Human Rights safeguards in third countries internal regulations and procedures, in order to tackle the current threat posed by terrorism and organised crime around the world, while protecting the rights of people.

COOPERATION WITH PRIVATE SECURITY
The CT Public Spaces project sets out to improve public-private sector cooperation to prevent and reduce terrorist attacks and their impact on public spaces. Which is why private security operators will have a place and will play an active part in the exercises and seminars.
